Borjan eventually left me after stating that he must throw up the Charter of the "Portland" if Mr Lobscheid persisted in his determination. I was afterwards informed this had been done. As many reports had got about in connection with the "Portland"
I wrote to the Master for a detailed account of what had taken place onboard his ship, and enclose a copy of his answer.
